The Committee on Government Organization moved to amend the bill on page one by striking out everything after the enacting section and inserting in lieu thereof the following:

“ARTICLE 2.  TRANSFER OF AGENCIES AND BOARDS.

§5F-2-8.  Compensation requirements for board members.

            In order for a member of those boards identified in section one of this article to be compensated for a board meeting he or she must have actually attended that meeting. Actual attendance requires the member to be able to participate in any discussions or votes in a manner that complies with the Open Governmental Proceedings Act and opinions issued by the Ethics Commission Committee on Open Government Meetings as provided for in article nine-a, chapter six. Board members who seek to be compensated for a meeting must sign a document attesting that he or she attended the meeting on that date. The document must be witnessed and signed by the executive director or another board member who also attended the meeting. These documents shall be kept on file and available for inspection for a period of at least five years.”
